ABOUT THE WEBINAR:
Historically, smoke-free policies were primarily enacted to protect people from involuntary exposure to tobacco smoke pollution, and were mainly focused on indoor restrictions. The tobacco control community now understands that there are additional benefits to restricting smoking including socially protecting young people, and supporting people who are trying to quit. Ryan David Kennedy’s presentation will outline evidence to support outdoor smoking restrictions – including protection, prevention, and cessation benefits. He will be joined by Ian Wilson, City of Kelowna, and Sheena Fraser, Village of Pemberton, who will share their experiences of implementing local bylaws and programs to promote smoke-free outdoor places

Ryan David Kennedy (PhD), University of Waterloo
Ryan is a tobacco control researcher interested in smoke-free and tobacco-free policies including their development, implementation, and evaluation. Ryan joined the Propel Centre for Population Health Impact in 2010 as a Scientist after completing his PhD in Health Psychology at the University of Waterloo. In 2013 he was appointed as an Assistant Professor in the Department of Health, Behavior and Society in the Johns Hopkins Bloomberg School of Public Health, and is a faculty member with the Institute for Global Tobacco Control. Ryan maintains his part-time appointment at Propel and uWaterloo, and looks forward to continuing his work with colleagues in Canada. Ryan has a background in air quality science and has led studies measuring tobacco smoke pollution in a variety of settings, including outdoor environments and residential spaces. Read more -
Sheena Fraser, Village of Pemberton
Sheena has been with the Village of Pemberton since 2001 starting as Deputy Clerk and now holds the position of Corporate Officer. Prior to joining the Village of Pemberton she worked on several large International Conferences with the Department of Foreign Affairs, the City of Ottawa as the Protocol Officer and in the Corporate and Legal Affairs department of the Vancouver International Airport Authority (YVRAA). Sheena has a degree in Political Science from the University of British Columbia and just completed a Certificate in Local Government Management from Capilano University. Sheena was involved with drafting the Village of Pemberton Smoking Regulations Bylaw which was passed by Council in 2009 and facilitated the public outreach program that was initiated as a result. -
Ian Wilson, City of Kelowna
Ian has been the Park Services Manager for the City of Kelowna since 2009, and previously worked as the Urban Forestry Supervisor with the Park Services Branch starting in 2001. Prior to that he worked as a forestry consultant. He possesses a Master’s degree in Biology from Simon Fraser University and has also completed the Capilano University local government administration certificate. Ian was involved in drafting changes to City of Kelowna bylaws to implement Smoke Free Parks, these changes were approved by Kelowna City Council in March 2011.
